CMS Program

	Enhanced background monitoring. This is a HIPAA requirement that tracks screens where users visit and the duration of the visit. This feature must be set up from the Agency Demographics screen and can be used without invoking the HIPAA rules.
	Fixed the Enrollment Screen bug that created a blank enrollment if an enrollment is attempted that has already happened.

Reports

	Fixed the paper report output for the unduplicated count zip code report using programs or program services
	Added a feature to the Attendance by Sub service and Client that logs the total clients enrolled in the Program Service for comparison of who received a sub service and who could have but did not.
